Detroit's plan for 'African Town' stirs racial tensions

The Washington Times reports on Detroit city council looking to appropriate funding for an "African Town" similar to Chinatown or Greek Town, etc. Problem is these ethnic towns were self-created by immigrants determined to succeed in America despite prejudice and economic hardship.
