Confiscating homes

Steve Chapman of the Washington Times looks at the eminent domain issue...now they can take your house (private home) and give it another private entity (developer) all in the best interest of the public. Does this pass the constitutional test? Eminent Domain is supposed to cover taking private ownership and transferring it to public use, for a fair price.
